A paper prepared for the General Synod of the Church of England on the Anglican–Roman Catholic report about Mary. Its second section states why the two Marian dogmas of 1854 and 1950 have divided Roman Catholics from other Christians.

The paper was written by the Church of England’s own advisers on doctrine for a synod debate. It quotes the two papal definitions, notes that they were welcomed by Roman Catholics and by some others, and then gives the objection of “many Anglicans” and other Christians: that the definitions lack a proper basis in the New Testament and the early Church, and that the pope has no authority to define the faith of the whole Church. It is an advisory paper, cited as a Church of England statement of the objection made by many Anglicans and, as it says, other Christians.
