Papers Relating to the Foreign Relations of the United States, 1915, Supplement: The World War
The State Department’s published selection of its diplomatic correspondence for 1915. One chapter prints the telegrams exchanged with Ambassador Morgenthau at Constantinople about the treatment of the Armenians, with their file numbers.
The chapter headed “Efforts in behalf of Armenians and Jews in Turkey” prints telegrams between the Secretary of State and Henry Morgenthau, the American ambassador to the Ottoman Empire, during 1915. Each printed telegram carries its State Department file number. The chapter also prints, as relayed through the American embassy in Paris, the declaration that the Allied governments addressed to the Ottoman government on 24 May 1915.
The United States was neutral in 1915 and kept its embassy and consulates in the Ottoman Empire open. Morgenthau wrote from Constantinople on the strength of reports from American consuls and missionaries in the provinces, and of his own conversations with Ottoman ministers. The volume is a selection: other telegrams in the same file were not printed. It is cited in the Destruction of the Armenian and Assyrian Christians.
