Graham spoke on the first evening of the congress. He places it in a line of missionary conferences going back to Edinburgh, sixty-four years before, and recalls a meeting in Berlin eight years earlier (pp. 22, 24–25). Among the errors he warns against is identifying the Gospel with any one political programme or culture, which he calls his own danger: he goes to preach, he says, as an ambassador of the kingdom of God and not of America (p. 30). He lists four hopes, the first that the congress would frame a biblical declaration on evangelism and the third that it would state the relationship between evangelism and social responsibility (p. 34).
