The encyclical issued by the council of Orthodox churches that met on Crete at Pentecost 2016. Among other things it names the councils the Orthodox Church regards as having universal authority after the seven ecumenical councils.

The council met on the island of Crete during the feast of Pentecost 2016, convened by the Ecumenical Patriarch Bartholomew, and its encyclical is signed by the heads and bishops of the churches that took part. Section I.3 says that the conciliar work of the church continued after the ecumenical councils in later councils “of universal authority”, and gives as examples the council of 879–880 under Photius and the councils held in the time of Gregory Palamas in 1341, 1351 and 1368.
