The letter, dated at Philadelphia, with which Jefferson sent each state governor authenticated copies of the amendments to the Constitution ratified by three fourths of the state legislatures.

The circular is a single sentence of transmittal, dated “Philadelphia March 1st. 1792” and signed by Jefferson. Among its enclosures it lists the ratifications, by three fourths of the legislatures of the states, of articles in addition to and amendment of the Constitution proposed by Congress. It is the official notice to the states that the amendments now known as the Bill of Rights had taken effect. See Religious Freedom in the United States.
