An account of the First Vatican Council by the archbishop of Westminster, who sat in it and writes as a supporter of the definition of papal infallibility. It gives the dates of the sessions and the numbers of the votes.

Manning took part in the council and wrote this book seven years later against the accounts of it that had circulated while it sat. He describes the opening on 8 December 1869 and the fourth session on 18 July 1870, and gives the figures of the vote in the last general congregation and of the final vote.

He writes as a partisan of the definition, and his judgments of the minority are those of an opponent. His figures for the votes are those of a member who was present.
