The brief says that the council was called by John XXIII, opened on 11 October 1962 and was continued by Paul VI after John’s death; that it had worked through four sessions; and that all its constitutions, decrees, declarations and votes had been approved by the assembly and promulgated by the pope. It then closes the council and decrees that everything it established is to be religiously observed by all the faithful.

It also gives the pope’s own estimate of the council: the largest in the number of bishops attending, and concerned above all with pastoral needs. See the Second Vatican Council.
