The first encyclical of Pius VII, written two months after his election and dated from the monastery of San Giorgio Maggiore at Venice. It looks back on the last years of Pius VI and the scattering of the cardinals.

Pius VII opens by saying that two months have passed since the office was laid on him. He praises the firmness of Pius VI, recalls how the cardinals had been driven from their sees, some imprisoned and all kept apart by enemy armies, and gives thanks that by the time Pius VI died they were able to meet at Venice under the protection of the emperor Francis. The letter is cited in the French Revolution and the Church for that account, given by the pope elected in those circumstances.
