On 11 February 1929 Pius XI told the parish priests and Lenten preachers of Rome that the treaty and the concordat were being signed at that hour in the Lateran Palace, and said what each was for. On 13 February, receiving professors and students of the Catholic University of the Sacred Heart, he spoke of the concordat as the condition without which he would not have made the treaty.

They are the pope’s own explanation of the agreements, given before their text was published. They are cited in the Lateran Treaty Creates Vatican City.
