The proposition was put to the estates on 15 March 1529 in the name of Charles V. It laments the spread of new doctrines, promises a general council, forbids anyone to go over to a new sect in the meantime, and annuls the article of the Recess of the Diet of Speyer (1526) on the ground that it had been misused.

The resolution of the majority, adopted on 7 April, keeps the Edict of Worms in force where it had been observed, forbids further innovation elsewhere until the council, bans teaching that denies the sacrament of Christ’s body and blood, and requires that no one be prevented from saying or hearing mass. These are the official texts of the side that the protest opposed.
