The statement sets out the Moscow Patriarchate’s view of the weeks before the council: its proposal of 3 June for an emergency pre-conciliar conference, the Ecumenical Patriarchate’s refusal, and the decisions of the churches of Bulgaria, Antioch, Serbia and Georgia, which it quotes. It argues from the rule of consensus that a council lacking any one of the recognised autocephalous churches cannot be held as planned, and ends with six resolutions.
It is one party’s account of a dispute and is cited in the Holy and Great Council of the Orthodox Church for the Russian church’s own reasons. Its summaries of the other churches’ decisions agree with those churches’ own texts where this wiki has checked them.
