The report of the Irish state commission, chaired by Mr Justice Sean Ryan, on the abuse of children in residential institutions from 1940 or earlier, most of them run by Catholic religious congregations.

The commission was set up by an Act of the Irish parliament in 2000 to hear from people who said they had been abused as children in institutions, to inquire into that abuse and to report. Its report of 2009, commonly called the Ryan Report, fills five volumes: two on individual institutions, one from the committee that heard witnesses in confidence, and two of general chapters, conclusions and expert papers.

Its subject is narrower than the abuse crisis as a whole. It deals with reformatories, industrial schools and similar residential institutions, and with physical and emotional abuse and neglect as well as sexual abuse; it is not an inquiry into abuse by parish clergy. Its conclusions fault the state’s Department of Education as well as the congregations that ran the schools.
