The statement says that Turkey does not deny the suffering of Armenians during the First World War. It describes the measures of 1915 as the relocation of Armenians living in or near the war zone, at a time when Armenian groups had joined the invading Russian army, and attributes the deaths to wartime conditions, disease, famine, banditry and the failure of the state. It says that no authentic evidence shows a plan to kill the Armenians and that to call the events genocide is legally unfounded. It is cited in the Destruction of the Armenian and Assyrian Christians as the position of the Turkish state.
