The preamble recalls that the World Alliance of Reformed Churches, meeting at Ottawa in August 1982, declared apartheid a heresy and suspended the two Dutch Reformed churches from the privileges of membership, and that the World Council of Churches made a like declaration at Vancouver in 1983. The resolution then affirms the Alliance’s action and quotes its words: apartheid is a sin, and its moral and theological justification is a travesty of the gospel and a theological heresy.

It is a member church’s record of what the Alliance decided, made two years afterwards, and it quotes the declaration with an omission marked. The wiki could not open the Alliance’s own proceedings. See the Churches and Apartheid.
