Cardinal Leo Jozef Suenens brought the group together at Malines in Belgium from 21 to 26 May 1974. The text was drafted by the Benedictine Kilian McDonnell and signed by the eight members of the team, among them Ralph Martin and Kevin Ranaghan from the United States, and it was sent for comment to theologians including Yves Congar, Walter Kasper and Joseph Ratzinger. It calls itself an attempt to answer the main questions raised by the renewal and by its place in the ordinary life of the Church.
It is a document from within the movement, written under a cardinal’s patronage; it is not an act of the Holy See. See the Charismatic Renewal.
